Reduced car purchase taxes for new immigrants

Purchase taxes on cars in Israel consist of three components: (1) meches (import duties) of 16% (waived on cars made in USA or European Union, with Certificate of Origin) (2) ma"m (mas erech musaf, VAT) of 17% (3) mas k'niya (purchase tax) of 111% (yes, one hundred and eleven percent). This adds op to a total of 128% (made in US or EU) or 144% (manufactured elsewhere)

New immigrants in their first three years enjoy a one-time discount on these gargantuan numbers, to 48% for cars up to 1750cc inclusive, and 77% from 1751cc on upwards. This means an effective discount of 35.1% (up to 1750cc) or 23.2% (over 1750cc) for US or EU made cars, and 39.3% (up to 1750cc) or 27.5% (over 1750cc) for other manufactures (e.g. Japanese).

Nobody other than the oleh and his/her spouse may drive such a car. By having a friend drive it you risk confiscation if (s)he gets pulled over by the police.

These tax breaks only apply to new cars or "passport-to-passport" sales of used cars (see below).

If you buy a vehicle (new or used) with rights, you have to keep it for five years from your date of purchase (regardless of how old the car is). If you do resell it, you either have to pay the taxes, or you have to sell it to another person with a tax exemption (new immigrant in first 3 years after aliya, tourist, diplomat). The latter is called a "passport-to-passport" sale.
